Yes. We work in the range of 1 to 3 ppm free chlorine with pH from 7.2 to 7.6, which is the internationally recommended range for recreational use. What stings children's eyes isn't that chlorine: it's chloramines from insufficient chlorine and pH out of range. We control both at every visit.
