Not necessarily. A new concrete pool releases lime into the water during the first months and that raises pH and alkalinity naturally. It's controlled with more frequent pH adjustment during start-up. What we do check is that the finish cured properly, because a poor cure does stain and is claimable against the builder.
Yes, and it's the best moment. A technical eye during the warranty period catches undersized equipment, badly routed piping or a defective finish while the builder is still liable. We give you a written report you can present to them. After the warranty, those corrections come out of the owner's pocket.
